Ask who will perform the implementation, which responsibilities are subcontracted, and how the agency supervises and accepts that work. Request clarity about access, continuity, and escalation through your procurement process. Subcontracting is a delivery arrangement to evaluate, with accountability and visibility more important than assumptions based on the agency’s headline team size.

Meet the accountable delivery owner

Identify the person responsible for scope, technical decisions, and coordination with your reviewers. Ask which team members are expected to participate and what happens if staffing changes. Sales leadership and delivery ownership may be different roles. A buyer should know where a blocked decision goes and who is responsible for resolving it before the first implementation milestone begins.

Map external contributors to responsibilities

Ask which tasks may be performed by other firms or independent specialists. Clarify whether those contributors need access to source material, code, or operational environments. Have the appropriate internal owners review the proposed arrangement under your policies and agreement. Avoid requesting private personnel information that is irrelevant to the project; focus on capability, accountability, authorized access, and continuity of the work.

Inspect the review process

The prime agency should explain how it reviews contributed work and verifies the combined system. Plan for personnel changes

Request a knowledge-transfer process and a current record of technical decisions. Is subcontracting a reason to reject a vendor?

Not by itself. Evaluate the proposed roles, oversight, access arrangements, and contractual responsibilities through your normal procurement process.

Should staffing be fixed for the entire project?

Some continuity is valuable, but changes can be unavoidable. Agree on how material substitutions are communicated and how knowledge and acceptance responsibilities are preserved.
