Write an AI agency RFP that produces comparable proposals

The practical answer

An effective AI request for proposal describes the work to improve, the constraints around it, and the evidence required for acceptance. Ask vendors to state assumptions and exclusions in the same format. Keep architecture open where discovery is still needed, while making data boundaries, ownership, and your procurement process explicit.

Describe the current work in concrete terms

Provide a plain-language workflow from intake to completion, including the roles and systems involved. Describe common exceptions and known sources of rework. If volumes or handling times have not been measured, label them as unknown. A Tennessee buyer inviting national candidates should also state workshop expectations, time-zone coverage, and who can answer process questions during proposal preparation.

Separate mandatory constraints from preferences

Identify required integrations, approved hosting conditions, access limitations, and dependencies on internal teams. Distinguish a hard constraint from a preferred tool so vendors can explain alternatives where appropriate. Do not include sensitive example records in a broadly distributed document. Provide a controlled route for qualified candidates to inspect approved representative material after the necessary access arrangements are complete.

Request comparable deliverables and evidence

Ask each proposal to include scope, assumptions, milestones, acceptance method, staffing, support boundaries, and handover artifacts. Require a description of how failed or incomplete work reaches a person. NIST’s AI risk framework can inform the assessment questions, but your RFP should translate broad concerns into observable workflow requirements. A framework acronym alone is not an acceptance condition.

Publish the decision process

Explain how clarification questions will be handled and which proposal differences will matter most. Share material answers consistently with participating candidates. How detailed should an RFP be?

Detailed enough to expose delivery assumptions and compare approaches. If the process itself is unclear, a discovery brief may be more useful than pretending a fixed implementation specification already exists.

Should every vendor quote the same architecture?

Only when that architecture is a genuine requirement. Otherwise ask vendors to explain their choice and price the same business outcome with visible assumptions.
