Ask a prospective agency to compare an existing product, configuration of tools you already use, and custom development against the same workflow requirements. Evaluate integration limits, access controls, employee experience, and continuing ownership. The best route is the one that meets the need with an operating burden your organization can support.

Define the requirement independently of a product

Describe the result employees need, the information involved, and the actions the system may take. Include exceptions that materially affect the work. If you start with a vendor’s feature list, it is easy to redefine the problem around that product.
