Choose the delivery model by separating the capabilities you need from the capacity you currently have. An agency can supply implementation experience and focused delivery effort; an internal team can retain business context and long-term ownership. A shared model works when responsibilities, interfaces, and acceptance authority are explicit from the start.

List the work that needs an owner

Include process discovery, source preparation, integration engineering, evaluation, employee training, and ongoing support. Do not reduce the staffing decision to who can write prompts or build a demonstration. A Tennessee organization may have strong internal software capability but limited time for a new workflow, while another may need technical leadership as well as implementation. Assess internal availability honestly
